Tri-County Regional Planning Commission is responsible for creating a Human Services Transportation Plan (HSTP) for the following two areas:
Many people are unable to get to work, run errands, or reach medical services simply because they do not have access to reliable transportation. Some people cannot drive or travel on their own because of physical or medical limitations, some cannot afford their own automobile, and some live in areas without access to public transportation.
In order to provide more effective transportation for these groups and others, recent federal legislation requires all states to create a plan to coordinate paratransit services. (Paratransit is often called door-to-door service.) This plan is called the Human Services Transportation Plan (HSTP).
The HSTP Committee has taken an inventory what paratransit services exist in a region. It has identified places that are underserved as well as areas that are served by more than one paratransit provider. The HSTP Committee also reviews local grant applications in order to help IDOT and FTA allocate their transit funds.
The HSTP is based on input from transit providers, users, government officials, human service agencies, advocacy groups, and other members of the public. A committee formed of representatives from these groups will direct the plan's formation. Tri-County staff is coordinating the committee and logistics of the HSTP.
