Mossville Bluffs Watershed Program

Tri-County Regional Planning Commission, the City of Peoria, and the Natural Resources and Your Development Taskforce have partnered to secure $401,000 from the EPA to reduce erosion in the ravines of the Mossville Bluffs Watershed.  This program implements the Mossville Bluffs Watershed Restoration Master Plan by providing  funding and training sessions for landowners on forest management, ravine stabilization structures, and landscaping to slow stormwater runoff. 

Sub-Watershed Plans
The Natural Resources and Your Development Task Force and Tri-County Regional Planning Commission developed sub-watershed plans for the study area to further define mitigation measures for eroding ravines at a neighborhood scale.

Landscaping for Urban Stormwater Control

Controlling stormwater runoff from all properties draining to the ravines is arguably the most important aspect of this program.  Integrating native landscaping, raingardens, and pervious pavement is not only the right thing to do for watershed protection, but it can be an aesthetically pleasing, low maintenance approach to landscaping.

 

TCRPC and The Natural Resources and Your Development Task Force are pleased to announce a manual, Mossville Bluffs Home Owners Guide to Stormwater Best Management Practices (11.8 mg).  This manual assists landowners in implementing landscaping practices to reduce stormwater runoff and resultant erosion in nearby ravines.

 

Landowners in the study area are eligible to participate in a cost-share program in which TCRPC will reimburse you for landscaping practices you install on your property.  The landscaping practices and the maximum reimbursement amounts are listed below:

Please see the landowner application form and the design specifications for more information.  The minimum dimensions of the design specifications must be followed to receive dollars for landscaping practices.

 

Once you have been approved to participate in the landscaping cost-share program you will submit the following form for reimbursement.  You must complete the installation of the project before receiving TCRPC funds.

Forest Management Projects

TCRPC is working with 119 landowners on 140 acres to conduct open woodland management.  The goal of this $120,000 project is to promote the growth of deep rooted grasses and wildflowers on the slopes by thinning invasive tree species and letting the sunlight penetrate the forest floor.  Often seeding is not necessary.  Even after 80 years, root systems and seeds are still viable.  Just add sun.

TCRPC Roles and Responsibilities:

·        TCRPC has contracted with Ken Hoene Timber Services to conduct tree thinning. 

·        Ken Hoene Timber Services has completed most of the forest management project sites in the Oakbrook and Deerbrook subdivisions as well as sites on Pawnee and Mossville Road.  If your property has not been completed, it may be because it is a stand alone, small plot.  TCRPC does have the resources to complete all properties that have applied for services, but the stand alone properties will generally be worked on last.

·         I anticipate that Mr. Hoene will move onto Stoneybroke the week of April 7th.  All landowners will be contacted by Melissa Eaton of TCRPC approximately one week prior to Ken Hoene Timber Services working on your property.

Landowner Roles and Responsibilities:
As indicated on the consent form, landowners are required to provide 25% of the total project cost on their property.  This match can be in the form of volunteer labor at $18.97 per hour or cash paid to TCRPC for reimbursement of consultant services. Estimated match required by landowners is
$219/acre or 11.5 volunteer hours.  TCRPC will send you an invoice once the contractor has completed services on your property.  You have the summer to complete your volunteer labor.

Ravine Stabilization Projects

The construction of rock check dams, rock lining, and other structures in ravines is funded through the City of Peoria's Private Property Drainage Assistance Program.  To participate, complete the City's application form and submit to the City of Peoria's Department of Public Works, Engineering Division.

Implementing Best Management Practices in the Mossville Bluffs Watershed is a program funded, in part, by the US EPA under Section 319 of the Clean Water Act and distributed by the IL EPA.
