In 2001, Eureka created a comprehensive plan through community input and meetings. The document describes goals of the community for the next several years.

- Continue to promote retail shopping downtown and keep the area vibrant.
- Promote new commercial growth in order to maintain and increase economic opportunities and potential in the area.
- Available vacant industrial areas should be home to new industrial developments before additional land and resources are used for future sites.
Water and Sewer
- Analyze the costs and benefits of updating and/or expanding the existing sewer and water infrastructure to accommodate existing and future growth.
- Continue to monitor water consumption to allow for adequate water supply for future users.
- Provide safe and efficient means of travel between centers of activity for both automobile and pedestrian traffic.
- Promote development that is consistent with the existing developments and preservation of the history, character, and natural resources of the community.
- Continue to promote development directly adjacent to the City of Eureka and annexing when appropriate.
Natural Resources
- Continue to provide recreational opportunities for area citizens, with continued expansion of facilities and programs. The formation of a Park District may be the best catalyst in providing needed resources for continued expansion.
- Undertake a formal housing study to more clearly define the true needs of the community.
