Office Administrator

Tri-County Regional Planning Commission (Tri-County or TCRPC) serves Peoria, Tazewell, and Woodford counties in central Illinois. The primary function of Tri-County is to study the needs and conditions of our region and to develop strategies that enhance the region’s communities. Additionally, TCRPC serves as the Metropolitan Planning Organization (MPO), which supports regional short- and long-term transportation planning needs. Tri-County offers a friendly work atmosphere with open communications for cooperative decision-making.

Job Summary

Tri-County seeks a full-time Office Administrator to aid in Tri-County’s overall work program and ensure all staff has adequate support. The primary job duties are office management, human resources, communication management, assisting with the procurement process, and helping with various projects as assigned.

Job Duties

Under the direction of key Tri-County Leadership, the following is an overview of the typical monthly tasks of the Office Administrator.

  • Office Management Duties
    • Manage phone calls, email correspondence, and mail.
    • Keep and manage records, files, and Freedom of Information Act (FOIA) requests.
    • Assist in schedule and workflow coordination to support TCRPC’s work program.
    • Assist with the management and documentation of board and committee meetings in accordance with the Open Meetings Act.
    • Help to support the financial structure of the Commission including data entry, general filing, and organization.
  • Human Resource Duties
    • Research and maintain up-to-date employee-related policies and procedures, job descriptions, and salary adjustments.
    • Recruit and participate in hiring and conduct employee orientation and assist with performance reviews.
    • Keep personnel files in compliance with state and federal regulations.
    • Oversee the administration of employee benefits programs, and interface with insurance brokers to answer employee questions.
  • Communication Management Duties
    • Manage communications with board members, elected officials, regional agencies, state departments, and the public.
    • Oversee the distribution of all press releases and legal notices.
    • Assist with maintaining TCRPC’s email list and monthly e-newsletter.
  • Website Administration Duties
    • Under the direction of TCRPC’s IT consultant and staff, maintain, update, and oversee Tri-County’s website and social media operation.
  • Procurement Duties
    • Manage Commission procurement of consulting services in accordance with all applicable federal, state, and local laws, policies, and procedures.
    • Prepare and issue service solicitation documents, such as Requests for Proposals (RFPs) with input from key Tri-County leadership.
    • Participate in the review and evaluation of procurement documents.

Qualifications

This position requires a high school diploma with some college or a business school diploma. At least five years of experience in office management work, ideally in a local government setting, or any equivalent combination of training and experience, is preferred.

Candidates must be detail-oriented and organized, skilled in verbal and written communication, and able to work in a team setting and on multiple projects. Proficiency in Microsoft Office 365, Google Workspace (Gmail), and basic project management skills, including budgeting, are preferred. Basic knowledge of WordPress, Adobe InDesign, and other graphic applications is helpful. Knowledge of laws pertaining to the Open Meetings Act (OMA), Freedom of Information Act (FOIA), and Robert’s Rules of Order are also a plus for this position.                                                

Compensation & Benefits

Salary is based on experience and capabilities, with a starting range of $43,000 – $53,000 for a 35-hour work week (8:30 a.m. – 4:30 p.m., including a one-hour lunch). Excellent benefits package including health, dental, and vision insurance, with optional health savings account; life insurance; short-term disability insurance; 457b deferred compensation retirement (Tri-County is in the process of applying to participate in the IMRF pension plan); and paid time off, including holiday, vacation, personal, and sick leave.
