                                 Tri-County Unified Stormwater Ordinance

          Recognizing that properly managing stormwater was a principal means of improving water quality, TCRPC endeavored to create a stormwater ordinance that could be adopted by all Tri-County municipalities in order to save fiscal and temporal resources. Working off a model ordinance developed by the Bi-State Regional Commission in northwest Illinois, TCRPC staff and a stormwater task force modified the text to meet the needs of the Tri-County region. Staff also ensured the ordinance conformed to regulatory requirements imposed by the EPA’s National Pollutant Discharge Elimination System Phase II Stormwater Program, a sweeping federal initiative that affects many local units of government. The result was the Tri-County Unified Stormwater Ordinance, a piece of legislation that has the potential to significantly improve the health of the Illinois River and the quality of life of the entire Tri-County region.
