          Having last completed a comprehensive plan in 1978, the Village of Germantown Hills worked with TCRPC to create a new comprehensive plan in 2004. The Village changed dramatically during this time period. Population boomed, wealth increased, and single family residences became the predominant land use.
          A growing and affluent community is not without its problems, however. In Germantown Hills, the property tax burden falls almost entirely on residential property owners and the tax base does not adequately finance new students in the school district. Wastewater treatment capacity is low, and soon new treatment facilities may be needed to accommodate growth. Vacant land within the Village limits is limited. Despite the positive changes occurring in Germantown Hills, pressing issues needed to be addressed.
          The comprehensive plan noted these issues and presented a strategy to address them. The plan’s recommendations serve to broaden the local tax base, ensure wastewater treatment capacity for future growth, and achieve infill development before annexing land for new development. Proactively addressing these issues puts Germantown Hills in a position to provide “a high quality of life” for current and future residents.
